BY-LAWS

ARTICLE I                Membership

1.      All persons who make application for membership shall become Associate members upon payment of annual dues.

2.      Associate members may not hold Unit and/or Executive Board offices, vote in elections or ballot measures of the SCVOA, or be certified as members in good standing with SCVOA.

3.      Active members shall attend required meetings, pay annual dues, and meet other criteria as set forth by SCVOA.

4.      Active members may hold any office for which they are qualified.

5.      Dues:

         A.    The Executive Board shall determine all membership dues owed to SCVOA.

                 B.    SCVOA dues are payable to the Executive Board Secretary/Treasurer by July 1, and shall apply to the year ending June 30.

         C.    Units shall determine their own dues.

6.      Membership in the SCVOA is voluntary and does not guarantee the member a rating, certification, or officiating assignments.

7.      Membership is conditional upon full compliance with all rules and regulations as set forth in the SCVOA Constitution and Bylaws.

8.      As a condition of membership, all members hereby forfeit the right to appeal any decision related to membership outside of the SCVOA.

 

ARTICLE II               Requirements of Members

1.      SCVOA Uniform

         A.     Official Certified Shirt (short or long sleeve with the official insignia on the sleeve)

         B.     Navy blue slacks

                        (Navy blue dress shorts with belt loops are allowable in tournaments only)

         C.     White socks

         D.     White leather shoes

         E.     White v-neck sweater or vest may be worn at anytime.

         Note:      College conferences may supply their conference uniform

 

2.      Requirements for Certification/Recertification

         A.     Requirements for High School Qualifications

                  (The following are minimum requirements set forth by SCVOA.  Each individual unit               may establish additional requirements.)

                 1.  C1 & C2 Officials

                                    a.  Join the SCVOA by paying SCVOA dues.

                                    b.  Attend a minimum of 18 hours of clinical instruction (excluding unit

                                         business) which includes:

                                  i.  Lecture/Rules discussion

                                  ii. Practical experience

                         c.  Complete the take home study questions.

                         d.  Pass a  National Federation of State High School Associations’ test at the

                              required competency level.

                                  e.  Purchase $1,000,000 liability insurance through SCVOA.

                                  f.   Must be a member in good standing with SCVOA.

                                  g.  Complete a practical evaluation every two years as referee and umpire on a

                                       3/5  varsity match.            

                         2.   New & C3-C4-C5 Officials

                                                a.  Join the SCVOA by paying SCVOA dues.

                                    b.  Attend a minimum of 18 hours of clinical instruction (excluding unit

                                         business) which includes:

 

                                  i.  Lecture/Rules discussion

                                  ii. Practical experience

                         c.  Complete the take home study questions.

                         d.  Pass a  National Federation of State High School Associations’ test at the

                              required competency level.

                                  e.  Purchase $1,000,000 liability insurance through SCVOA.

                                  f.   Must be a member in good standing with SCVOA.

                                  g.  Pass a practical evaluation every year.          

                         3.      Upgrading rating:

                                  a.  Members may upgrade their rating to a C2 or higher by passing

                                       a practical evaluation on a 3/5 varsity match as a referee and

                                       as an umpire.

                                  b.  Members must pass a practical evaluation on a boys 3/5 varsity match

                                       to become a boys C1 (C1*).

B.     Collegiate Qualifications

         1.  Requirements to Maintain a Collegiate Rating

              a.  Join the SCVOA by paying dues.

              b.  Must be a member in good standing in SCVOA and the Southern

                   California Region.

c.  Attend a collegiate clinic.

d.  Successfully complete the take home study guide.

e. Successfully complete the written test every year.

i.     Form A passed to official’s rating level and corrected.

ii.   If Form A is not passed, Form B must be passed to official’s rating level and

    Corrected.

f.    Successfully pass a practical evaluation test.

2.      Requirements for Collegiate Candidate

a.  Join SCVOA by paying dues.

b.  Must be a member in good standing in SCVOA and the Southern California

     Region.

c.   Provide a written request and appropriate recommendation(s) to the Collegiate

Representative by January 31st and complete either of the following requirements:

i.  Actively officiate high school matches as a certified C1 or C2 official for a

    minimum of two (2) years and have a recommendation from a high school unit

    Instructional Chair.

iii. Prove competency in officiating two college level matches while being observed

    By two Collegiate of USAV National officials and obtain a written recommendation

    From either the SCVA Referee Chair or SCVA Junior Program Coordinator.

d.      Attend a collegiate clinic.

e.      Successfully pass a written test each year.

f.    Successfully complete a practical evaluation test

 

ARTICLE III  Duties of the Executive Board of Officers

1.      Duties of the President

         A.     Preside over meetings of the Executive Board and act as chair of the Executive Board.

         B.     Be informed of all association activities.

         C.     Authorize payments of bills as submitted by the Treasurer.

         D.     Represent the association at other meetings.

         E.     Fulfill the function and responsibility of the position as set forth in the SCVOA Constitution.

         F.     Have exclusive responsibility for any and all external communications of the

                SCVOA.  The President may delegate this authority to a designee.

         G.     Recommend qualified nominated members for CIF-Southern Section playoff final

                 Assignments to the High School Representative.

2.    Duties of the President-Elect

         A.     Preside over meetings of the Executive Board when the President is not available.

         B.     Prepare a slate of candidates for each elective office and work with the Collegiate Representative for Collegiate Council Elections.

         C.    Oversee any and all disciplinary procedures.

         D.    Oversee and act as liaison with High School Council Representative to ensure unit compliance with required communications.

3.      Duties of the Secretary/Treasurer

         A.     Keep a record of minutes of all Executive Board meetings.

         B.     Maintain an accurate and up-to-date list of all names and addresses of all active and associate members as provided by each Unit or Collegiate Representative.

         C.     Keep an accurate record of all association activities.

         D.     Notify officers of meeting dates of the Executive Board.

         E.     Collect and pay appropriate dues.

         F.      Keep accurate records of all receipts and expenditures.

         G.     Submit a financial statement to the Board at scheduled meetings.

         H.     Submit invoices to President for approval of payment.

         I.       Maintain and have available a yearly financial statement.

4.      Duties of the College Representative

         A.     Be responsible for submitting yearly reports and dues to any collegiate organization. 

         B.     Communicate collegiate activities and concerns to SCVOA Executive Board.

         C.     Submit to Collegiate Assignors and the SCVOA Secretary the names of all qualified Collegiate officials.

         D.     Serve as co-instructional chair for Collegiate/USA volleyball clinics.

         E.     Provide President-Elect a slate of candidates for Collegiate Council elections.

5.      Duties of USA Volleyball Representative

         A.     Communicate with the Executive Board any pertinent information regarding USA

                  and SCVA.

         B.     Report activities of the SCVOA to the SCVA Board of Directors.

         C.     Submit to Men’s Collegiate Assignors and SCVOA Secretary the names of all qualified Collegiate officials.

         D.     Serve as co-instructional chair for Collegiate/USA volleyball clinics.

6.      Duties of the High School Representative                                                 

         A.     Serve as Instructional Chair for High School Officials.

         B.     Organize and provide the instructional materials to Unit Instructors.

         C.     Meet with Unit Instructors to evaluate and improve the instructional program.

         D.     Serve as liaison to State High School Rules Interpreter.

         E.     Serve as liaison with the CIF-Southern Section Representative in regards to recommendations for CIF-Southern Section playoff final assignments.         

7.      Duties of the High School Council Representative

         A.     Report to the Executive Board on High School Council activities.

         B.     Report to the High School Council all Executive Board decisions.

         C.     Coordinate and review annual financial statements, meeting minutes/clinics, list of officers and members and instructional materials from each unit.

         D.     Collect a master schedule of each Units’ high school assignments, statement of compliance and list of unit officers.

8.      Duties of the Past-President

         A.     Attend all meetings of the SCVOA Executive Board.

         B.     Assist the President with other related SCVOA duties.

         C.     Provide current President with all information and records of the Association in the possession of the Past-President.

         D.     Inform SCVOA Executive Board of past procedures, practices and actions of the Executive Board.

 

ARTICLE IV        Qualifications for Executive Board Officers

All Executive Officers shall be active members in good standing of SCVOA for two

consecutive years.  Additional qualification for the following Officers.

1.      President-Elect shall have been either:

         A.     A High School Unit Officer.

         B.     An active college official

2.      Secretary/Treasurer shall have preferably been a Secretary/Treasurer of a Unit.

3.      Collegiate Representative shall be:

         A.     A Nationally or State rated official.

         B.     An active collegiate official for four years.

         C.     Involved in the SCVOA instructional program.

4.      High School Representative shall be:

         A.     A currently rated C-1 official for a minimum of two years.

         B.     Participated in the member’s Unit instructional program.

5.      High School Council Representative shall have:

         A.     Held an office in their respective unit.

         C.     Been approved by the High School Council.

6.    USA Volleyball Representative shall be appointed by the SCVA.

 

ARTICLE V              High School Council

1.      The High School Council shall consist of 1 (one) representative from each Unit and the elected High School Council Representative.

2.      The High School Council shall designate one representative to the Executive Board of SCVOA.  The High School Council Representative may be a current or past member of the High School Council, within the past five (5) years.  The High School Council Representative will chair the High School Council meetings but will not vote on the High School Council except in the case of a tie.  (If the High School Council Representative is a current member of the High School Council, the Representative’s Unit will select another Unit representative

         to serve on the High School Council).

3.      High School Council requirements may be established for its members consistent with the Constitution and By-Laws of the SCVOA.

4.      There shall be a minimum of four regular meetings of the High School Council a year.

5.      No meetings shall be deemed official unless a quorum is present.  A quorum shall consist of the High School Council Representative and five voting members.

 

ARTICLE VI     Collegiate Council

1.      The Collegiate Council shall consist of the College Representative, the USA Volleyball Representative, USA Volleyball Junior Program Assignor and may include up to four at large positions to be elected by the Collegiate membership.  Two at-large members will be elected in even years and the two remaining at-large members will be elected in odd years.

2.      Conference assignors for collegiate matches in Southern California are and will be requested to attend all meetings with voice but no vote.

3.      The Collegiate Council requirements may be established for its members consistent with the Constitution and By-Laws of SCVOA.

4.      There shall be a minimum of two regular meetings of the Collegiate Council a year.

 

ARTICLE VII            High School Units

1.      High School Member Units

         High School units shall be made up of members of thirteen areas established throughout

         Southern California:  Channel Coast, Coachella Valley, Foothill/Citrus, Imperial Valley, Inland, Long Beach/Whittier, Los Angeles, Northern Channel Coast, Orange County, San Fernando, San Gabriel, South Bay and Victor Valley/Barstow.

         A.     Units shall elect their own officers.  The Unit Instructor and Assignor will be selected by the unit subject to the approval of the SCVOA Executive Board or appointed by the Executive Board.   

         B.     Each unit shall have one vote on the High School Council.

         C.     Unit requirements may be established for its members consistent with the Constitution or By-laws of SCVOA.  The Constitution and By-laws of the SCVOA are binding on all units and supersede any contradictory provision of an individual Unit’s By-laws.

         D.     A Unit’s geographical area shall be determined by the SCVOA Executive Board so

                Assignments do not overlap.

         E.     Units may be formed or dissolved by the Executive Board for due cause.  Any petition for a new unit shall be made directly to the SCVOA Executive Board.

2.      Responsibilities of High School Units

         A.     Select Unit Assignor and Instructor upon the approval of the SCVOA Executive Board.

         B.     Submit list of officers, statement of compliance and master schedule of girls and boys season to High School Council Representative and Executive Secretary/Treasurer by July 1st.

         C.     Submit dues and rosters to Executive Secretary/Treasurer by July 1st.

         D.     Send minutes of unit meetings to the High School Council Representative.

         E.     Send yearly financial report to the High School Council Representative.

         F.     Designate a Representative to the High School Council.

         G.     Determine their own members’ dues.

         H.     Monitor the Unit’s officials and assure compliance with the standards, rules and requirements as set forth in the SCVOA Constitution and By-laws
