Federation Council of Volleyball Officials

 

The Federation Council is the high school advisory committee of the Southern California Volleyball Officials Association, referred to as the SCVOA.  This Council has one representative from each of the SCVOA units.

The individual high school units are:

The units provide volleyball officiating services for two of the ten sections in the State of California: the Southern Section, serving 505 schools and the Los Angeles City Section serving 62 schools.  These two sections extend from Thermal to the Kern River and from San Luis Obispo through San Diego County.  Some 500+ officials trained and certified by the SCVOA officiate 53% of all California High Schools.  This is 11% of all high school volleyball players in the United States.  Currently the San Fernando Valley Unit holds the award for most integrated unit with no racial majority and a 60-40 percent of men to women officials. This unit also has 35% of its officials working as colligate volleyball as referee's or linespersons. 15 % of its officials hold NCAA State Ratings or higher. The remaining 8 sections of the State of California are covered by 37 other volleyball associations.

The Federation Council makes recommendations to the SCVOA board concerning training and certification.  These recommendations are guided by the National Federation Volleyball Rules.  The Council makes recommendation to the National Association of High Schools on rule changes and equipment safety.   The Federation Council assists the SCVOA Board in the certification process to keep the association employed within the guidelines of the California Interscholastic Federation Certification Committee.

The Federation Council's role is simple.  The Council representatives want to provide the high school membership of the association as good an officiating agenda as they were promised when they joined the Southern California Volleyball Officiating Association.

The SCVOA is a volleyball officiating association of all Federation (high school), college (NCAA & USA Volleyball), and Club (USA Volleyball Juniors) officials in the Southern California area.
